Noob question about chmod 777 and 775 : rlinux4noobs

chmod 777 Know the meaning of 777 permission for directory and file when you apply for your project.. I'm trying to change the permissions of temp_dir to 777. Why are these mands not acplishing that? I'm using Linux by the way.
